Twins Born After Failed Sterilization Operation

When the couple had their first child, Bijie farmer Lu Ping and his wife Mo Hua were forced to pay a 800 yuan “Social Welfare Fine” to the local government.  In 2005, when Lu and Mo were migrant workers, Lu’s parents could not produce Mo’s “Women’s Examination Certificate”, receiving another 100 yuan fine.  To ensure payment of the fines, local government Birth Planning agents repeatedly destroyed the family’s doors and windows.  In 2008, after the birth of their third child, local government forced the couple to undergo sterilization operations.  However, Mo Hua became pregnant again in 2009 and gave birth to twins earlier this year.
